The City Clerk's office is responsible for many diverse functions of the City.
The City Clerk attends and records all meetings of the City Commission. The minutes of the Commission's actions are then prepared and distributed. The City Clerk also prepares the tentative and final City Commission meeting agendas and information packets. In order for the City Commission to receive their packets in a timely manner, the City Clerk also hand delivers each packet to the Commissioners homes. All public hearing notices are posted and published by the City Clerk's office. The City Clerk's office maintains all City Codes, Ordinances, Resolutions, Policies and other legal documents. The City Clerk's office is responsible for the management and preservation of the official records of the City of Gladstone and publishes a monthly newsletter.
The City Clerk administers all elections within the city; assuring compliance with all State, Federal and City laws. The office serves as the voter registration authority for the City residents and works cooperatively with other jurisdictions in the maintenance of registration records through the State of Michigan.
City elections are held odd-year November. The City Commission terms are four (4) years with staggering terms. The Mayor is an advisory vote held each election from the incumbents on the ballot. The Mayor term is two (2) years.
The City of Gladstone has approximately 4,050 registered voters, with two polling places. Precinct #1 polling location is Gladstone City Hall, 1100 Delta Avenue. Precinct #1 encompasses the south side of Gladstone starting at the south side of Delta Avenue. Precinct #2 polling location is Gladstone Sports Park, 900 North Bluff Drive. Precinct #2 encompasses the north side of Gladstone starting at the north side of Delta Avenue and including the bluff. On Election Day polling places are open from 7:00 a.m. to 8:00 p.m. The City of Gladstone utilizes the Acu-Vote voting system and Auto MARK Ballot Marking Devices for use by individuals with disabilities. The City Clerk's office is also responsible for ballot preparation (local ballots), issuance of absentee ballots, delivery and set-up of voting equipment and the processing of ballots in compliance with federal and state election laws and the maintenance of voter registration files.
The City Clerk's office handles all Worker's Compensation claims making sure all paperwork is filed in a timely manner and makes any follow-up calls to our workmen's compensation carrier. Completes all MIOSHA injury reports and makes sure that they are posted following mandated guidelines.
The City Clerk serves as the Freedom of Information Coordinator for the City of Gladstone and all FOIA requests are received and responded to in a timely manner.
Staffs the Local Officers Compensation Commission, facilitating its process regarding compensation recommendations for the City Commission and other appointed boards and committees under the jurisdiction of the City Commission.
